The ruling govenment, known as the Grey Council, was formed by Valen sometime in the 13th century A.D., when he called three members from each of the Religious, Warrior, and Worker Castes.

The Grey Council was broken up in 2260 by Delenn. A year later, the Grey Council was reformed when Delenn called forth 5 members of the Worker Caste and 2 members from each of the Religious and Warrior Castes.
