Like all wars, there were two major factions:

The first faction was an expansionist faction, whose doctrine believed that the Interstellar Alliance was holding back Earth from its "manifest destiny". They desired to expand Earth and make it a great empire, likely similar to the Centauri Republic in its heyday.

[edit] Tactics

Likely supported by a government similar to President Morgan Clark's regime, their tactics included misinformation and war crimes (in the form of attacking civilian population centers).

They were poised to begin attacking the pro-ISA forces on January 2nd, 2762. To this end, a department was tasked with the deconstruction of ISA / Babylon 5 personnel, notably John Sheridan, Delenn, Michael Garibaldi and Stephen Franklin. This act of "Reverse-Correct Infospeak" was thwarted by the personality construct of Michael Garibaldi, who hacked into the system and broadcast an entire conversation with Daniel, the location of the base and other sensitive information to Pro-ISA forces.

The second faction was for the Alliance and were inspired by it. They were also the more humane of the two factions, as they targeted only military installations and not civilian population centers.

[edit] Conclusion of War

The conclusion of this conflict was known as The Great Burn, where the Earth reverted to a level of the Medieval period. Although some technology did survive, information on it was another casualty.

The tangents between Politdivision Central and "Big Brother" from George Orwell's 1984 are relatively clear. Both organizations use misinformation through revisionist history to achieve their goals. On top of this, Politidivision seems to have adopted a language similar to Newspeak.
