From The Great Machine

One of the show's many themes is the cultural and social interaction between civilizations: the station is, after all, a diplomatic meeting-place. The show is as much political thriller as a space opera. Five dominant civilizations are represented on Babylon 5, in addition to more than a dozen less powerful ones.
