Cartagia became the Centauri Emperor after the deaths of Emperor Turhan and Prime Minister Malachi in 2259. He believed it was his destiny to be elevated to godhood, like the earliest emperors of the Centauri Republic.

Londo says that he met Cartagia twice before 2261. The first time when he was a baby who drooled quite a bit, and the second when he was an adolescent trying to peek up some women's dresses.

The Coming of Shadows (Mention) - He is made Emperor upon the death of Emperor Turhan, his uncle, and subsequent murder of Prime Minister Malachi. His selection was largely due to the influence and manipulations of Lord Refa and his allies.
