Byron was a human telepath ranked P12 and Bester's protege during his time in the Psi Corps. After being ordered to fire on civilian transport he went rogue and started up a pacifist rogue telepath resistance group. In 2262 he and his group appeared at Babylon Five asking for amnesty. Elizabeth Lochley wanted to turn them away but was overruled by Sheridan after a member of Byron's gourp, Simon, helped uncover an assassin.(No Compromises)

Byron's group would live undisturbed in Down Below until Garibaldi received permission from Sheridan to train telepaths as intelligence agents for the Interstellar Alliance. It was also during this time that Lyta Alexander approached him to learn more about his group. (The Paragon of Animals)

Lyta's relationship with Bester would reveal to him the fact that the Vorlons had made telepaths. This would lead to the declaration of an ultimatum: give the telepaths a homeworld or they would reveal Alliance secrets. The ultimatum didn't work and the telepaths would eventually seal themselves in brown sector. Lochley would then call in Bester, which only exacerbated the problem. A violent offshoot of his group had then taken Garibaldi and several doctors from Medlab hostage. Byron was shamed by the results of this and he and his group committed suicide.

He would be remembered by terrorist attacks that bore the message, "Remember Byron."
